MEMORANDUM
To: James Y. Arakaki, Chair
Hawaii County Council
Cc: Members,
Hawaii County Council
From: Julie Jacobson, Member '
Hawaii County Council
Subject: Proposed Amendments to Resolution #267
This morning I conducted a meeting attended by Dwayne D. Yoshina, State
Elections Officer, Ed Kozohara, County Elections Officer and Pat Nakamoto also
of the County Elections Office in reference to my proposed Resolution 267,
which is scheduled for review by the Committee on Finance on Tuesday, June
20th.
After discussion, it was agreed by all attendees that the following amendments to
Resolution #267 should be proposed during the review by the Finance
Committee:
1. Delete in its entirety the fifth "Whereas" paragraph which reads:
"WHEREAS, current and retired County employees have worked and supervised
the five absentee walk-in polls; and";
2 In the paragraph, "NOW, THEREFORE, BE IT RESOLVED BY THE
COUNCIL OF THE COUNTY OF HAWAII that officers of candidates'
campaigns or members of the Charter Commission may not be selected as the
Chair of the Election Observer Team, and" delete "or members of the Charter
Commission"; p

3. The paragraph that begins "BE IT FURTHER RESOLVED that during the
ten-day absentee walk-in period..." should be changed to "BE IT FURTHER
RESOLVED that during the ten-day absentee walk-in period the total number of
hours of operation will be comparable at all five absentee walk-in polls; and";
4. Delete the entire paragraph reading, "BE IT FURTHER RESOLVED that
the County Office of Elections will actively recruit precinct worker volunteers
from sources in addition to current and retired County and State employees and
their family members. Examples of other sources are: churches, the University
of Hawaii, Hilo and the Hawaii Community College in Hilo and Kealakekua."
I ask that these revisions be provided members of the Finance Committee for their
consideration prior to the meeting on June 20th. I plan to introduce these changes
as an amendment upon introduction of the Resolution.
Thank you.
