Subject: Bill 64 — Amendment of Qualifications for the Director of Public Works; Proposal to
amend Section 6-2.2, relating to Qualifications for the Director of the Department of Public
Works.
Honorable Members of the Hawaii County Council:
The Hawaii Council of Engineering Societies (HCES) is dedicated to promoting the betterment of
the engineering industry through collaboration, open discussions on industry issues, and
learning from each other to produce better outcomes for clients. HCES would like to submit
written testimony against the proposed Bill 64 Draft for amending the County of Hawaii
Charter. Having a registered engineer (PE) in charge is crucial for ensuring the health, safety,
and welfare of the public. A registered engineer is ethically obligated to prioritize the public's
interest above all other considerations, including personal, company, organizational, or political
interests. This ethical commitment is essential when evaluating critical issues that affect
community well-being. Without the requirement for licensure, there is a risk that other factors
could unduly influence the decision -making process at high levels, potentially compromising
public safety and welfare.
A public works director should evaluate key community issues using this perspective. Waiving
licensure could allow unrelated factors to impact major decisions.
