Dear Chairman Inaba and County Council members
This letter is a response to Bill number 64, An ordinance to initiate an amendment to Article VI, Chapter 2,
Section 6-2.2, Of the charter of the county of Hawaii (2024 edition), relating to the director of public works.
I am submitting my testimony AGAINST the amendment. I am a structural engineer of 32 years, and I have
worked all over the United States and other countries collaborating with the authority having jurisdictions for
reviewing plans and designs. Not once have I dealt with a Director of Public works that is not a registered
professional engineer. I have been working with Hawaii County for the past 18 years and I have found all
communications and interface with the County to be amiable and worthwhile.
The Director of Public works being a registered engineer is key to protecting the population of Hawaii and not
just putting someone in charge that makes it easy for projects to get through, without having the understanding
of what engineering principles and engineering -ethics are required to protect the public. I fear without the
Director of Public works being a registered engineer, the County of Hawaii would be setting themselves up for
failure in planning for proper expansion of the infrastructure of the County and would be open to litigation by
having engineering decisions done by an unlicensed engineering professional.
Hiring a licensed engineer may be difficult, but getting an unqualified person in the name of instantaneous
gratification will ill serve the people of the county of Hawaii. .;
