SALAVEA TO THE POLICE COMMISSION (Comm. 650): Requires Council Confirmation by: January 8, 2026 (Section 13-4(k), Hawaii County Charter) WITHDRAWN ; and Comm. 650.1: From Mayor C. Kimo Alameda, dated December 17, 2025, withdrawing Allen A. Salavea's nomination to the Police Commission. Page 2 REPORT OF THE COMMITTEE ON GOVERNMENTAL OPERATIONS AND EXTERNAL AFFAIRS DATE: December 16, 2025 PLACE: Council Chambers Kailua-Kona, Hawaii TIME: 10:01 a.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Re: Comm. No. 650 Your Committee on Governmental Operations and External Affairs, to which was referred Communication No. 650, reports as follows: Communication No. 650, transmitted by Mayor C. Kimo Alameda, dated November 25, 2025, requests the Council's review and confirmation of the nomination of Allen A. Salavea to the Police Commission. Executive Assistant to the Mayor, Micah Alameda, was present in the Hilo Chambers to introduce Mr. Salavea, who was also present via remote technology. Committee Members Michelle M. Galimba and Dennis "Fresh" Onishi spoke in favor of the appointment. Committee Member Matt Kaneali`i-Kleinfelder questioned if Mr. Salavea had any affiliation with the Ironman Group. Mr. Salavea said no. Member Kaneah'i-Kleinfelder clarified that Mr. Salavea lives in Royal Hawaiian Estates and asked that Mr. Alameda double-check that this address is within District 6 before the next meeting. Mr. Alameda said he would verify which district Mr. Salavea resides in. Committee Member James Hustace asked Mr. Alameda about the support for the incoming new members on the Police Commission, especially considering the work before them in selecting a new Police Chief. Mr. Alameda said that having the new commissioners start on January 111 seemed appropriate, rather than continuing the 90-day holdover on outgoing members. Mr. Alameda mentioned that they do have enough staff, even as he explained the duties of managing multiple boards, commissions, and committees that are just beginning or restarting under the current administration. Additionally, Mr. Alameda mentioned that he is working on a courtesy live -stream available for the Police Commission meetings for the public to watch their meetings moving forward. He stated that he is aware that there was a resolution from a prior Council term requesting that boards and commissions should have more accessibility, including remote participation. Committee Chair Jenn Kagiwada asked Mr. Salavea why he was interested in serving on the Police Commission. Mr. Salavea said that he brings a community -centered perspective from both his professional and personal life and wants to ensure that all districts, especially rural districts, are GOEAC Report No. 85 GOEAC-85 Page 2 December 16, 2025 being well -served. He said that the Police Commission helps with public trust as well as support for the independence of the Police Department. Chair Kagiwada added clarification that his final confirmation for this appointment will be on January 71h at the next Council meeting. Pursuant to Article VII, Chapter 2, Section 7-2.2 of the Hawaii County Charter, members of the Police Commission shall be appointed by the Mayor and confirmed by the Council. Your Committee on Governmental Operations and External Affairs is in accord with the purpose and intent of Communication No. 650, and recommends confirmation of the appointment of Allen A.
