Your Committee on Governmental Operations and External Affairs, to which was referred
Communication No. 651, reports as follows:
Communication No. 651, transmitted by Mayor C. Kimo Alameda, dated November 25, 2025,
requests the Council's review and confirmation of the nomination of Shane Akoni Palacat-Nelsen
to the Kona Community Development Plan Action Committee.
Executive Assistant to the Mayor, Micah Alameda, was present in the Hilo Chambers to introduce
Mr. Palacat-Nelson, who was present via remote technology.
Committee Members Rebecca Villegas and Michelle M. Galimba spoke in favor of the
appointment.
Committee Chair Jenn Kagiwada asked Mr. Palacat-Nelson specifically what he was interested in
working on while serving in this role. Mr. Palacat-Nelson said he was interested in the impacts,
both negative and positive, on developing more rural areas. Additionally, he mentioned technology
and socio-economic changes and economic diversification. Mr. Palacat-Nelson mentioned that
from his prior experience he was interested in working with other action committees across the
island and looking for collaborative ways to work together towards more cohesiveness.
Pursuant to Chapter 16, Article 3, Section 16-5(a) of the Hawaii County Code, members of the
Kona Community Development Plan Action Committee shall be appointed by the Mayor and
confirmed by the Council.
Your Committee on Governmental Operations and External Affairs is in accord with the purpose
and intent of Communication No. 651, and recommends confirmation of the appointment of
Shane Akoni Palacat-Nelsen to the Kona Community Development Plan Action Committee.
