REPORT OF THE COMMITTEE ON <br />GOVERNMENTAL OPERATIONS AND EXTERNAL AFFAIRS <br />DATE: December 16, 2025 <br />PLACE: Council Chambers <br />Kailua-Kona, Hawaii <br />TIME: 10:01 a.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Re: Comm. No. 652 <br />Your Committee on Governmental Operations and External Affairs, to which was referred <br />Communication No. 652, reports as follows: <br />Communication No. 652, transmitted by Mayor C. Kimo Alameda, dated November 25, 2025, <br />requests the Council's review and confirmation of the nomination of Franz "Junior" Fischer to <br />the Police Commission. <br />Executive Assistant to the Mayor, Micah Alameda, was present in the Hilo Chambers to introduce <br />Mr. Fischer, who was present in the Kailua-Kona Chambers. <br />Committee Members Holeka Goro Inaba, James E. Hustace, Dennis "Fresh" Onishi, and Rebecca <br />Villegas spoke in favor of the appointment. <br />Committee Member Matt Kaneali`i-Kleinfelder asked if Mr. Fischer had any affiliation with the <br />Ironman Group.
