Your Committee on Governmental Operations and External Affairs, to which was referred
Communication No. 652, reports as follows:
Communication No. 652, transmitted by Mayor C. Kimo Alameda, dated November 25, 2025,
requests the Council's review and confirmation of the nomination of Franz "Junior" Fischer to
the Police Commission.
Executive Assistant to the Mayor, Micah Alameda, was present in the Hilo Chambers to introduce
Mr. Fischer, who was present in the Kailua-Kona Chambers.
Committee Members Holeka Goro Inaba, James E. Hustace, Dennis "Fresh" Onishi, and Rebecca
Villegas spoke in favor of the appointment.
Committee Member Matt Kaneali`i-Kleinfelder asked if Mr. Fischer had any affiliation with the
Ironman Group. Mr. Fischer said he was a spectator but has no affiliation.
Pursuant to Article VII, Chapter 2, Section 7-2.2 of the Hawaii County Charter, members of the
Police Commission shall be appointed by the Mayor and confirmed by the Council.
Your Committee on Governmental Operations and External Affairs is in accord with the purpose
and intent of Communication No. 652, and recommends confirmation of the appointment of
Franz "Junior" Fischer to the Police Commission.
