STATE OF HAWAI`I 430 25 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE KOHALA CENTER, INC., TO ASSIST WITH EXPENSES FOR ITS "KEEPER OF THE BAY" COMMUNITY SCREENING AT KAHILU THEATRE. WHEREAS, The Kohala Center, Inc., is a 501(c)(3) nonprofit organization whose mission is to hanai pilina, to respectfully engage in the Island of Hawaii; and WHEREAS, The Kohala Center, Inc., is requesting funds for expenses related to its community screening of "Keeper of the Bay" at Kahilu Theatre, including refreshments, decorations, lei, and educational materials, which will serve a public purpose by benefiting, improving, or promoting culture and the arts, educational concerns, and the public health and welfare of the people and the environment; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI°I that, in accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as amended), Contingency Relief funds from Council District 9 are hereby transferred to the Department of Liquor Control to provide a grant to The Kohala Center, Inc., for the expenses and purposes identified in "Exhibit A," a copy of which is attached hereto and incorporated herein by reference, in the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $3,000 OUT AND FROM: 1010-11-10191 Clerk -Council SVC — Contingency Relief $3,000 CREDITED TO 1010-21-25139 Department of Liquor Control $3,000 Public Programs 530115 Misc. The Kohala Center, Inc., (hereinafter the "The Kohala Center', in partnership with Kahilu Theatre, will host a community gathering featuring the first -ever screening of"Keeper of the Bay" in Kohala. Nominated for the 54th annual Northern California Area Emmy Award, this documentary highlights Aunty Cindi Punihaole, a treasured community member of Kona and director at The Kohala Center for almost 20 years. Directed by Ashley LoFaso and co - produced by LoFaso and Dear Ocean, Keeper of the Bay chronicles Aunty Cindi s lifelong commitment to saving the coral reefs of Kahalu'u Bay, honoring her family's legacy through a blend of Indigenous knowledge, science, and the spirit of aloha %ina. A story of aloha, kuleana, and hope, this soul -stirring film lifts her voice, raising awareness worldwide and inspiring global action. The screening of the documentary will take place on January 11, 2026, at 2:00 p.m. The event is designed not only to honor Aunty Cindi's legacy but also to ignite a movement that inspires, educates, and empowers the community to protect the natural resources of Kohala that sustain all. The Kohala Center aims to unite elected officials, community leaders, educators, and environmental advocates to build partnerships that inspire and empower keiki to become the next generation of'aina protectors. * 52. 501(c)(3) Mission Statement H'anai pilina, to respectfully engage the Island of Hawal'l. * 53. Aunty Cindi Punihaole, a kama'aina of Kona, has worked with The Kohala Center for nearly 20 years, dedicating her efforts to protecting Kahalu'u Bay and restoring it to a state of pono. Kahalu u Bay is a vital nursery for fish and other marine life along the Kona-Kohala Coast, contributing to the ecological, economic, and cultural sustainability of North and West Hawai'i. The event will include a question and answer and talk -story session with Aunty Cindi and The Kohala Center team after the film, as well as information about The Kohala Center and the intended impact of its work in North Hawai'i and beyond. One desired outcome is to inspire attendees to support The Kohala Center's work, especially by volunteering, which helps the organization continue to build a passionate community that can increase resilience across all'aina. * 54. The primary short-term measurable outcome that The Kohala Center hopes to achieve with this event is the expression of interest in volunteering. The event aims to inspire and increase hands-on engagement from the Kohala community in support of conservation and stewardship efforts in Kohala and its neighboring moku, including Kona and Hamakua. As financial resources become increasingly scarce for nonprofits such as The Kohala Center, volunteer community stewards increase the organization's capacity to conduct ongoing ecosystem protection and restoration efforts on'aina such as Kahalu'u Bay in North Kona; NUN, Keawewai, and Pu'u Kapu in Kohala; and Namoku (The Kohala Center's learning farm and nursery) in Hamakua. The organization is currently in the process of replicating the success of its Reefreach program at Kahalu'u Bay (highlighted in the film Keeper of the Bay) at sites in Kohala and Hamakua for which it has accepted kuleana. This event is viewed as an important opportunity to inspire residents of Kohala and North Hawai'i to become more actively involved in caring for their community. Additionally, The Kohala Center hopes this event will inspire increased interest in ongoing learning about stewardship efforts and opportunities through sign-ups for its bimonthly newsletter, The Leaflet; its semi-monthly Agricultural Services Bulletin; and its social media accounts on Instagram and Facebook. The short-term desired outcome of increased engagement with The Kohala Center will translate to longer -term positive impacts for North Hawai'i as more hands, minds, and hearts turn toward actively engaging with, learning about, and taking care of'aina that takes care of all.
