WHEREAS, Kohala Animal Relocation and Education Service (KARES) is a 501(c)(3) nonprofit organization whose mission is to rescue and relocate abused, abandoned, and stray domestic animals, to provide temporary housing for them through a foster care network, and to facilitate adoptions into caring permanent homes; and WHEREAS, KARES is requesting funds related to its veterinary care and spay/neuter services for family companion pets in Council District 9, including fees for medical and surgical treatment, which will serve a public purpose by benefiting, improving, or promoting the needs of the poor, youth, the aged, those with physical or emotional disabilities, the public health and welfare of the people and the environment, and victims of health or social crises; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI°I that, in accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as amended), Contingency Relief funds from Council District 9 are hereby transferred to the Department of Research and Development to provide a grant to Kohala Animal Relocation and Education Service for the expenses and purposes identified in "Exhibit A," a copy of which is attached hereto and incorporated herein by reference, in the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $5,000 OUT AND FROM: 1010-11-10191 Clerk-CouncilSVC— Contingency Relief CREDITED TO: 1010-11-16320 Department of Research and Development Business Development — R&D 530115 Misc. The Kohala Animal Relocation and Education Service (KARES) program, which provides veterinary care for companion dogs and cats, will focus on assisting vulnerable residents with limited financial resources. KARES will provide all services to pet owners at no cost. The program is designed with compassion to preserve the Hawaiian family, which often includes one or more pets. Pets of residents in Council District 9 and throughout the island will directly benefit. The goal is to help keep pets healthy and retained in loving homes. KARES will respond to appeals for pet medical care and expedite emergency care for seriously ill or injured pets as we have done for the past 16 years. Basic veterinary .services may involve diagnostic testing (such as heartworm, FN/Fel.V), vaccinations, deworming, and flea and tick treatments, as well as wound repairs, dental care, treatment of skin conditions, tumors, eye issues, and pain management. KARES will arrange for free spay/neuter (S/N) procedures. S/N of owned pets will contribute to the control and reduction of the overpopulation of free -roaming dogs and cats on the island. *43. 501(c)(3) Mission Statement To rescue and relocate abused, abandoned, and stray domestic animals, to provide temporary housing for them through our foster care network, and to facilitate adoptions into caring permanent homes. *44. For the past 16 years, the Kohala Animal Relocation and Education Service (KARES) has served Council District 9 and the entire island of Hawari as an entirely volunteer -run organization with no paid staff. Established solely to rescue abandoned, abused, and injured animals, KARES operates through a foster care network that provides temporary homes for pets until they are adopted. KARES has offered free pet medical care and —8,000 free spay/neuter procedures to alleviate the burdens on low-income residents of caring for ill or injured pets and to prevent the births of unwanted puppies and kittens. These services help strengthen the bond between pets and their owners, provide emotional support and companionship for elderly/medically vulnerable residents, and promote community safety by reducing the stray pet population, which can otherwise cause damage to property, livestock, and waterways. The measurable outcomes supported by the previous County of Hawaii Waiwai Grant for Fiscal Year (FY) 2024-2025, through which the Kohala Animal Relocation and Education Service (KARES) assisted animals and families on Hawaii Island, are intended to be replicated in part with the limited Contingency Relief Funds (CRF). KARES rescued, treated, and placed abandoned/injured animals that had no other funding sources available. Along with medical care, wellness exams, vaccines, deworming, and pet owner guidance, support for animal health was provided. With CRF funds explicitly allocated for Council District 9, KARES can achieve similar outcomes. During FY 2024-2025, KARES aided 2,992 companion animals, including 530 dogs and cats that underwent spay/neuter surgeries, contributing to population control efforts. Over 2,400 animals received medical care, such as veterinary consultations for gastrointestinal conditions, x-rays, surgical procedures, and treatment for poisoning, vehicular injuries, and abandonment. Many animals also received standard vaccinations, deworming medications, and flea and tick control treatments. KARES provides 24/7 assistance to those unable to contact a veterinarian, animal control, or other rescues, including helping tourists with injured or abandoned animals to ensure they receive prompt care. Volunteers also help families with pets exhibiting behavioral challenges by providing training, support, and guidance, assisting many pets to remain in their homes rather than be abandoned or surrendered. In addition, KARES aids families in crisis by providing approximately 1,000 pounds of pet food each month, helping pets stay with their owners during financial difficulties. The team assisted livestock, such as pigs and goats, with equal dedication. Collectively, these initiatives contributed to animal welfare, enhanced the human -animal bond, supported families in need, and promoted a more compassionate and resilient community.
