A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO FRIENDS OF THE
FUTURE TO ASSIST WITH EXPENSES FOR ITS TUTU'S HOUSE PROJECT.
WHEREAS, Friends of the Future is a 501(c)(3) nonprofit organization whose mission is
to facilitate a vision of l6kahi, harmony, and balance among the diverse people of Hawaii, and
to encourage each person to contribute their deepest values, create a shared vision, and
continuously improve communities; and
WHEREAS, Friends of the Future is requesting funds to purchase a computer and flip -
top training tables for its Tutu's House project, which will serve a public purpose by benefiting,
improving, or promoting the culture and the arts, educational concerns, and the public health and
welfare of the people and the environment; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI°I that, in
accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 9 are hereby transferred to the
Department of Research and Development to provide a grant to Friends of the Future for the
expenses and purposes identified in "Exhibit A," a copy of which is attached hereto and
incorporated herein by reference, in the following amount as set forth below:

terms of this resolution.

Tutu's House is founded on the concept that strong relationships and social connections are essential to the health and
well-being of individuals, as well as to a thriving community. Since its founding, Tutu's House has provided a welcoming,
safe space in Waimea based on mutual respect and non judgment, offering equitable access free of charge. The program
conducts outreach to engage volunteer activity leaders and partner organizations, collaborating with 90 individuals and
community groups. Over time, Tutu's House has become a well -regarded place to find help identifying resources and
solutions to a variety of life challenges. To support the program, a grant is being requested to provide funding for key
furniture and technology needs. Tutu's house coordinates activity schedules and prepares spaces for gatherings
throughout the year, including cultural and community action groups, shared interest activities, movement activities,
support groups, and evidence -based workshops. Staff maintain gathering spaces with tables, chairs, and housekeeping
and provide technical support for audio/visual needs, including Meeting Owl devices, large screen monitors, computers,
internet, and video conferencing platforms such as Zoom. Email announcements reach 1,504 subscribers, printed
calendars are distributed monthly (circulation 700), online calendars are updated regularly, and participants are registered
for each activity. Programs are offered in -person, online, or in hybrid formats, supported by two meeting spaces, tables,
and chairs, audio/visual equipment, and computer and internet connectivity with staff support as need. The requested
computer and additional tables will ensure Tutu's House can continue providing a safe, accessible, and engaging
programming for the community.

Tutu's House is a program of Friends of the Future, a 501(c)(3) nonprofit founded in 1990 to support the health and
wellness of Hawari Island communities. Following a community health needs assessment, Friends of the Future's Health &
Wellness Group established Tutu's House in 1994 as a safe and welcoming space offering holistic educational resources for
the body, mind, and spirit. Since its launch, Friends of the Future has managed and guided the program, connecting
individuals with local healthcare providers, organizations, and resources to improve overall community wellness.

Public Purpose of Requested Funds
Per §2-138 of the Hawari County Code 1983 (2016 Edition, as amended), the County may grant an award only if the
proposed program or service provides direct public benefits and fulfills a public purpose within the County.

Funds provided through this grant will enable Tutu's House to engage approximately 760 participants and 100 volunteers
in 1,230 activities annually. With reliable technology, including a secure computer, and sufficient furniture to accommodate
gatherings, Tutu's House can continue offering in -person, online, and hybrid programs that foster strong social
connections, promote wellness, and provide equitable access to resources. Participation in Tutu's House activities is
expected to promote positive emotion in 60% or more of participants surveyed using a modified World Health
Organization WHO-5 Well-being Index. By supporting logistical and technological infrastructure, these funds will help
maintain a safe and welcoming environment where individuals can explore diverse approaches to health, connect with
others, and find resources and solutions to various life challenges.
