RESOLUTION NO. 434 25
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HANA LAULIMA
LAHUI O KA`C INC. FOR ITS 10TH ANNUAL PRINCE KCHIO DAY HO`OLAULE`A.
WHEREAS, Hana Laulima Lahui O Ka`n Inc. is a 501(c)(3) nonprofit organization
whose mission is to support the development of a new economic base for the district of Ka`u that
will enhance economic growth, and promote a secure economic future for the community and the
children of Ka`u, while preserving the rich Native Hawaiian cultural heritage and love for the
`aina; and
WHEREAS, Hana Laulima Lahui O Ka`u Inc. is coordinating the 1 Oth Annual Prince
Kuhio Day Ho`olaule`a, which will be held March 28, 2026, at Nd'alehu Ball Park, and is a free
event open to the public that will include live music, hula performances, Hawaiian arts, crafts,
games, workshops, demonstrations, cultural exhibits, and a historical presentation to honor the
legacy of Prince Jonah Kdhio Kalaniana`ole; and
WHEREAS, the Department of Liquor Control supports organizational events and
public programs that enrich the lives of community members through activities that promote
compliance with liquor laws; and
WHEREAS, Hana Laulima Lahui O Ka`n Inc. is requesting funding assistance to cover
the cost of sound system equipment rental for the event, which will serve a public purpose by
benefiting, improving, or promoting the public health and welfare of the people and the
environment, educational concerns, and the interests of culture and the arts of our island; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in
accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 6 are hereby transferred to the
Department of Liquor Control to provide a grant to Hana Laulima Lahui O Ka`n Inc. for the
expenses and purposes identified in "Exhibit A," a copy of which is attached hereto and
incorporated herein by reference, in the following amount as set forth below:
BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby
transfers/appropriates the following amount as set forth below:

resolution.

The loth Annual Prince KOW Day Hdolaule a is a community -focused event modeled on the larger Kau Hawaiian
Cultural Center project. The event will be held at Na'alehu Park and feature hula, live music, Hawaiian arts and crafts,
cultural exhibitions, resource booths, traditional Hawaiian games, and a historical presentation honoring the legacy of
Prince Jonah KOhib Kalanianable. The Hdolaule'a is free and open to the public, providing opportunities for cultural
practitioners, small business entrepreneurs, sports clubs, churches, and nonprofit organizations to engage with the
community.

Hawaiian cultural heritage and love for the'aina.

The project directly aligns with Hana Laulima Lahui O KaT Inc.'s (HLLLOK) mission by providing opportunities for
community members to celebrate and preserve their cultural identity, foster unity, and support sustainable local
economic development. HLLOK serves as the lead coordinator of the Hdolaulda, ensuring the event fulfills its goal of
promoting cultural heritage, education, and community engagement.

community members can engage with Hawaiian cultural practices and local initiatives. The event's success will be
measured through attendance figures, participant feedback, and the diversity of community engagement.
