WHEREAS, Makahanaloa Fishing Association (MFA) is a 501(c)(3) nonprofit organization that works to grow, maintain, and protect fishing community rights to provide food for families and maintain the generational bond with treasured shoreline areas; and WHEREAS, MFA is requesting funds relating to its `aina stewardship project to clear the Kukuilaumania Trail, including brushcutter labor, a mower, trail maintenance supplies, and administration costs, which will serve a public purpose by benefiting, improving, or promoting the interests of the culture and the arts, the needs of the poor, youth, the aged, those with physical or emotional disabilities, and the public health and welfare of the people and the environment; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as amended), Contingency Relief funds from Council District 1 are hereby transferred to the Department of Parks and Recreation to provide a grant to Makahanaloa Fishing Association for the expenses and purposes identified in "Exhibit A," a copy of which is attached hereto and incorporated herein by reference, in the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $3,500 OUT AND FROM: 1010-11-10191 Clerk -Council SVC — Contingency Relief 191110101IIC43 1010-51-50302 Department of Parks and Recreation P&R Admin OCE 530115 Misc. The project aims to clear the Kukuilaumania trail along Hilo Paliku. The Kukuilaumania trail has been inaccessible for over six years because it is overgrown and impassable due to a lack of maintenance. This public access trail stretches over a mile, connects three fishing areas and a famed stone island, and passes through two streams. The project will reopen a 10-foot-wide public access easement by tackling the tall, invasive grasses and thorny weeds that obstruct it. Makahanaloa Fishing Association (MFA) will also clear an 800-foot public trail that connects to the shoreline using a brush cutter. Funding will support the purchase of equipment essential to the initial reopening of the trail and its continued maintenance, as well as the contracting of a brushcutter for the initial clearing work. The association will leverage community work days, where volunteers and members come together to provide the workforce for clearing, restoration, and regular upkeep. The project will also install steps using rebar and logs to create safe egress down small hills along the shoreline trail. In addition to reopening access for all, the project will address shoreline restoration and erosion control through native plantings. Documented historically native plants such as kukui, coconut, kamani, hala, and naupaka will be supplied by MFA through its greenhouse and a partnership with Kamehameha School students. The organization is eager to get the community back in this area once more. *46. 501(c)(3) Mission Statement To grow, maintain, and protect fishing community rights to provide food for families and maintain the generational bond with treasured shoreline areas. *47. As stated in its mission, the association aims to maintain the fishing community's rights to provide food for their families, maintain generational bonds, and support resilience. Part of that work includes maintaining access to fishing spots so fishermen can reach them. The greatest threat to the mission is the diminishing access to shorelines due to the overgrowth of invasive species and the privatization of coastal lands. These access ways are essential for ensuring the nourishment and well-being of Pepdekeo's community. The Kukuilaumania trail is one of many trails the association aims to steward to achieve its mission goals. *48. Please upload a completed CRF Grant Budget Form. The organization will also contract a brushcutter for approximately 20 hours of work to assist with trail clearing and maintenance. Community Outreach/Advocacy: The organization will engage 20 families in its Aloha'Aina days at Kukuilaumania, increasing awareness of environmental stewardship and building pilina (deeper connections) with the wahi.'Aina Access Agreements: A perpetual maintenance agreement plan with Hank Correa. As the owner of the property along the shoreline trail, he is responsible for maintaining this. The organization aims to return it to a manageable condition so it can continue upkeep and remain walkable and mowable.
