HomeMy WebLinkAboutRES 439 Draft 01 2024-2026COUNTY OF HAWAII STATE OF HAWAII RESOLUTION NO. 439 2S A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE LIONS CLUB OF KONA COMMUNITY FOUNDATION, INC., TO ASSIST THE KONAWAENA HIGH SCHOOL LEO CLUB WITH EXPENSES FOR ITS EDUCATIONAL OUTREACH EFFORTS. WHEREAS, the Lions Club of Kona Community Foundation, Inc. (LCKCFI), is a 501(c)(3) nonprofit organization whose mission is to develop and provide community service projects and activities that meet the needs of the community; and WHEREAS, since August 2019, the Konawaena High School Leo Club, the youth branch of the LCKCFI, has partnered with the Kona Soil and Water Conservation District to educate the community on the fragility of the Kona landscape and what the public must do to protect the land for future generations; and WHEREAS, the LCKCFI is requesting funds to cover expenses relating to radio advertisements to address soil depletion and land degradation in the Kona districts, which will serve a public purpose by benefiting, improving, or promoting the interests of educational concerns and the public health and welfare of the people and the environment; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI°I that, in accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as amended), Contingency Relief funds from Council District 7 are hereby transferred to the Department of Research and Development to provide a grant to the Lions Club of Kona Community Foundation, Inc., for the expenses and purposes identified in "Exhibit A," a copy of which is attached hereto and incorporated herein by reference, in the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $5,000 OUT AND FROM: 1010-11-10191 Clerk -Council SVC - Contingency Relief $5,000 CREDITED TO: 1010-11-16122 Department of Research and Development $5,000 Agriculture R&D OCE 530115 Misc. This project is part of an ongoing effort involving the Kona Soil and Water Conservation District, the Konawaena High School Leo Club, and the Lions Club of Kona. The Konawaena High School Leo Club, established as the youth branch of the Lions Club of Kona, has been partnering with the Kona Soil and Water Conservation District since August 2019 to educate the community about the fragility of Kona's landscape and the steps necessary to protect it for future generations. Over the past eight years, these organizations have engaged in a comprehensive outreach effort addressing environmental concerns related to soil, forests, and water. The project will focus on producing 30-second radio spots to educate the public on actions they can take to protect the environment in Kona while addressing climate change. *44. 501(c)(3) Mission Statement To develop and provide community service projects and activities that meet the needs of the community. *45. The Leo Club, the Lions Club of Kona, and the Kona Soil and Water Conservation District have partnered to educate the public about resource concerns that threaten long-term environmental sustainability in Kona. *46. As the community becomes more aware of environmental resource concerns, it is expected that more landowners — including the County and State of Hawari—will reduce herbicide spraying, increase vegetative cover, and plant additional native trees. The anticipated outcomes include cleaner water, healthier soils, increased carbon sequestration, and progress toward addressing climate change.
