Kimball, Member Mr. Dennis "Fresh" Onishi, Member Absent & Excused: Mr. Matt Kaneali`i-Kleinfelder, Member Ms. Rebecca Villegas, Member STATEMENTS The Chair directed the Committee to proceed to the next order of business, FROM THE Statements from the Public on Agenda Items. PUBLIC ON AGENDA ITEMS: (There were none.) BILLS FOR The Chair directed the Committee to proceed to the next order of business, ORDINANCES: Bills for Ordinances. Bill 109: AMENDS CHAPTER 24, ARTICLE 10, DIVISION 5, OF THE HAWAI`I COUNTY CODE 1983 (2016 EDITION, AS AMENDED), RELATING TO NO PARKING AT ANYTIME Prohibits parking at any time on Hina-Lani Street, from Queen Ka`ahumanu Highway to Anini Street. Reference: Comm.620 Intr. by: Council Member Inaba PCPWMT-8 Motion to Approve: Vote on Bill 109: (Approved) December 2, 2025 Mr. Inaba moved to recommend passage of Bill 109 on first reading. Seconded by Mr. Onishi. CHR. HUSTACE: Mr. Inaba, the floor is yours. MR. INABA: Thank you, Chair. This bill extends the no parking zone currently, which exists from Queen Ka`ahumanu Highway, mauka bound, to Ane Keohokalole Highway on Hina-Lani Street. And what the bill proposes is to extend that all the way up to Anini Street, which is the first subdivision street towards the top of Hina-Lani, and it's to cover the area fronting the new Kauhale`i Ke Kula Uka Housing project there. Since move in, there have been numerous cars parked along Hina-Lani Street causing disability issues for motorists, and during entering or existing the housing complex. We even had some make -shift garages with popup tents and cars being fixed there. So, DPW (Department of Public Works) was helpful already erecting signs there, specifically for the line of sight, but this codifies it to make it continuous with the existing no parking zone lower down the hill. And we do have Community Policing in Kona who reviewed and is in support of this bill, as well as Director Segawa from Public Works should anyone have questions. But asking for all of your support, and thank you to Community Policing. Sorry, we're a little bit behind today, here in Kona. Open to any questions if there are any. Mahalo. CHR.
