REPORT OF THE
COMMITTEE ON FINANCE
Re: Comm. No. 660/Res. No. 426-25
Your Committee on Finance, to which was referred Resolution No. 426-25, reports as follows:
Resolution No. 426-25, transmitted by Fire Chief Kazuo S.K.L. Todd via Communication No. 660,
dated December 12, 2025, authorizes the Mayor to enter into an intergovernmental agreement with
the State of Hawaii, Hawaii Emergency Management Agency, to receive a hazard mitigation
grant.
This resolution allows for the receipt of $68,000 of federally -derived funds to support Phase 1
(planning and preparatory activities) of the Community Wildfire Fuels Reduction and Defensible
Space Project.
Deputy Fire Chief Daniel Volpe was present to provide background on this measure.
Committee Member James E. Hustace encouraged the department to work with the community while
they are working through all phases of this project.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 426-25, and
recommends its adoption.
