As a longtime homeowner in Hawaiian Acres and someone who spends a lot of my personal titye, money
and physical labor trying to keep our deteriorating roads maintained , I am in strong support of this bIIt 38
passing WITHOUT a sunshine date.
I am also a volunteer on the road corporation HARC..and unfortunately come to realize the reason our
roads are so bad is that barely anyone pays their voluntary dues. We simply lack the funds to keep up
with the damage weather and increasing traffic causes in our growing subdivision.
It's to the point that the ONLY way I see our road corporation surviving to be effective is solely relying on
this bill 38 passing without a sunshine date.
I specifically request NO SUNSHINE date, as it will take many years just for people to become aware of
the tax credit, and even more time for them to believe it's not a scam. Then finally one more for the ones
who do pay to see it being reflected on their property bill and spread the word to others that they should
pay their road dues too.
A sunshine would remove this possibility and just reinforce people thinking it's not real.
We need an valid opportunity to collect enough funds over several years, and then several more to
effectively fix the roads without a built-in expiration date.
Our roads have been in a poor state for decades now and sadly the majority of funds keeping us afloat
are the mandated transfer fees from the sale of lots. Realistically its probably going to take at least a
decade to generate enough funds to get them into acceptable condition even by county standards.
Many of our subdivision roads are also used as emergency access routes. Moho road is used daily by
school and city buses, and unfortunately this year the school busses cancelled their route down 1 road
due to its dangerously poor condition.
I believe if people know they will essentially be able to redirect part of their property tax payment to
improving the roads they drive daily, we will in due time generate the funds needed to get our roads safe
again and actually usable in an emergency situation.
Please pass this bill without a sunshine date ... we deserve our tax money to be applied to our
communities roads rather than Hilos.
This bill gives us the hope we are struggling to find in Hawaiian Acres.
