Aloha Council members,
I reside in the Ainaloa subdivision and serve on the Board of Directors. Ainaloa, like much of Puna'jy
subdivisions, has private roads. The bulk of our Association's annual budget goes to paving and maIRtenance
of roads. Each year we struggle to collect annual roads assessments. Approximately 50% of our property
owners are delinquent and we are facing the distasteful possibility of foreclosing on those who are in arrears
for decades.
This bill is a promising strategy to solving a very real problem.
It is becoming more and more difficult for the average household to pay its expenses. The Planned
Community Associations, in turn, are having that same struggle. The County has far too many miles of private
roads that remain in poor condition hampering response times for first responders and causing wear and tear
of commercial and private vehicles creating even greater financial burdens on struggling, businesses and
families.
This bill gives people an incentive to pay their fair share of the financial burden in their subdivisions and create
improved services at the same time.
Please vote to approve this bill on a permanent basis with no sunset date. The smiles I have seen on the faces
of people I've shared this bill with are priceless, and the comments are of appreciation to the County. This is a
small price to pay for the improved feeling of appreciation and sense of true Ohana.
