Mahalo for the opportunity.to submit my thoughts on Bill 38.E

Council Person Matt Kaneali i-Klienfelder, has worked with the Puna subdivisions for several years in
an attempt to rectify the outdated road policies, connectivity and other issues. This bill is heartily and
enthusiastically supported by the subdivision Associations - as it provides relief for many of our
residents in terms of taxes, and supports the Associations to collect unpaid Mandatory Road
Maintenance Fees.
Bill 38 is a positive piece of legislation that benefits many Hawaii residents.
An amendment to'sunset' this legislation after only 3 years was introduced by Council Member
Galimba and is now included in the bill.
We ask that this amendment be removed as part of the text of Bill 38, as this bill can be removed or
amended at any time in the future.
Please give this legislation a chance to function as intended without a sunset constraint placed at the
onset.
Please approve Bill 38 as originally written.
