Chairman Inaba and Members of the Hawaii County Council:
I am writing to oppose Council Bill 64.
I spent five years as the Deputy Managing Director under two Mayors and am acutely aware of the political pressures
applied to appointed cabinet members. It is essential for public safety to have a Professional Licensed Engineer in charge
of the Department of Public Works. Decisions related to drainage, roadways, grading and other technical issues require a
professional dedicated to public safety and not political pressure from the Mayor, Council or even the general public. To
suggest that this oversight can be provided by a licensed Deputy or a lawyer is folly.
I strongly urge the Council to defeat this poorly crafted legislation.
