Hawaii County Civil Defense Agency Grant No. (IF KNOWN): EMW-2021-SS-00022 Amount of Grant: $622,189.48 Amount of County Match: $0.00 County Revenue Account Number: 431004 Grant Period (Commencement & Completion): 9/1/21-8/31/25 Goals: The fiscal year (FY) 2021 Homeland Security Grant Program (HSGP) was pivotal in implementing the National Preparedness System (NPS) by supporting the building, sustaining, and delivery of core capabilities essential to achieving the National Preparedness Goal (NPG). This grant enhances the capability of state and county agencies to prevent, protect, and respond to incidents of terrorism, but also supports all threats and hazards within the context of terrorism. The HSGP supports all core capabilities across the Prevention, Mitigation, Response, and Recovery mission areas. Date, JAN - A 2026 Outcomes or Results: • Emergency Communications (Public Information & Warning) - Establish Emergency Alert Messaging capability in Ka'u District and Mauna Kea antenna messaging capability. • Law Enforcements (Infrastructure Systems) - Cold Storage Provisions. • Law Enforcements (Infrastructure Systems) - Computer Data Storage. • Planning Program and Project Support Training/Exercises - Citizen Corps Program. • Infrastructure Systems Enhancements- Waste -Water Bio-Hazard Spill Mitigation. • Emergency Response Operations - Civil Defense Response Vehicle. • Infrastructure Systems Enhancements - Emergency Operations Center Upgrade. • The following are accomplishments/improvements through this project: 1) Strengthened preparedness, readiness, and response by improving the reliability of the J- Line phones, the main communication link between Hawai'i Police, Fire, and Civil Defense during major emergencies. These enhancements ensure faster, clearer information sharing, better coordination among agencies, and more effective overall response operations. 2) Reliable radio service in rural areas such as in the Ka'u District greatly strengthens emergency preparedness and response. It ensures that residents and responders can receive alerts and share information even when cell or internet service is unavailable. Radios improve situational awareness, support coordination between emergency agencies, and provide a dependable communication lifeline during power outages or disasters.. 3) The temporary cold storage morgue facility provides scalable capacity to manage a surge in fatalities during emergencies or mass - casualty incidents. It improves response by enabling rapid, secure, and dignified storage of decedents when existing morgue capacity is exceeded, reducing delays and reliance on external resources. 4) The computer data storage ensuring secure, reliable management of police evidence and logistical inventory. Expanded storage enhances current operations by protecting critical data, speeding access to information during investigations or emergencies, and supporting more efficient tracking of equipment and resources. This upgrade strengthens accuracy, accountability, and overall operational capability. 5) Procured essential supplies and equipment for CERT, Damage Assessment teams, ICS certification training, and Neighborhood Watch programs. These resources strengthen community -based response capabilities, enhance volunteer readiness, and ensure teams are properly equipped and trained for emergencies. b) The wastewater bio-hazard spill mitigation equipment project enables faster, safer containment and cleanup of hazardous spills. This project enhances current capabilities by providing the tools needed to protect public health, prevent environmental contamination, and reduce operational delays during spill incidents. It strengthens the county's ability to respond quickly and effectively to wastewater emergencies. 7) The Civil Defense response vehicle enables the radio shop to reach and service radio towers more quickly and reliably, especially during emergencies. This improves preparedness, readiness, and response by ensuring critical communication systems remain operational. 8) The Hilo EOC expansion provides a larger, more capable space for coordinating emergency operations. The renovated facility enhances current capabilities by increasing workspace, improving technology integration, and supporting more staff and partner agencies during major incidents. The funds have been adjusted to include all additions and reductions to the initial award. All financial and programmatic reporting requirements for this grant have been met and the official file has been placed on inactive status. The County of Hawaii, Hawaii County Civil Defense Agency is reminded that all property is required to be accounted for in accordance with the County of Hawaii, Hawaii County Civil Defense Agency's property control procedures. Inventory records must be maintained by the sub recipient. Equipment lost, destroyed, or no longer required must be reported to the Hawaii Department of Law Enforcement, Office of Homeland Security IDLE, OHS) with copies of inventory disposition documentation. A signed copy of the inventory for closeout is required to be on file with closeout documents at the DLE, OHS. The University of Hawaii continues responsibility for the HSGP inventory after closeout and is responsible to maintain scheduled annual inventory practices.
