Testimony about the General Plan

Aloha Council members.

I attended the last couple of County Council Committee meetings on
Planning, Use and Economic Development.
Though I took notes on the Revised Statues 92-3-5 by the Planning
Department, I prefer to review the meeting, and tried to navigate online to
watch the online County video recording.
However, the links to the online videos are made it very hard to access.
When clicking on the link to open the "Special Meeting of the Committee on
Planning and Economic Development, the pages open sideways on the
computer screen.
So then I clicked DOWNLOAD to read the pdf. of Revised Statues 92-3.5.
The pdf. had no summary of the revisions.
Instead this was written: "To view the live stream, type in the following on to
the bar of the browser."
Re -type? People need to simply click on the links to open the County video
or the Youtube video.
Also, it's impossible to copy and paste the link on the sideways online page,
as well as the downloaded pdf file.
Could video links please be fixed so that looking up County information isn't
so cryptic and inaccessible for the public to view?

Land Use: The re-zoining G.P. 2045 Map is still in the Revisions with little
tweaks. The entire 2045 Map should be taken out of the Plan.
At one point, Mr. Keinfelder asked the Planning Department about
accountability and spoke of fatalistic sea level rising for Hilo and Kona, and
what should be done about it?
The issues of Hilo and Kona Town are not in the Revisions yet, but it was
odd when the Planning Dept. repeatedly asked, " What should we do, leave
it?"
My answer to their question is, 'yes leave it' because Climate Change is an
exaggerated excuse the globalist use to make and enforce new laws.
Coastal towns in other countries and countries have found ways to prevent
storm erosion. They build a seawall along the road.
Hawaii county in the past accomplished amazing engineering works, like
building the two mile rock break -water jetty in Hilo Bay.
It's expensive to build a seawall along Kamehameha Avenue in Hilo, but
worthwhile to spend County money on a seawall, instead of allocating a
budget of $25 million X 3 - three proposed covered play courts.
Common sense is to fix existing county buildings and infrastructure, and do
away with the proposed pseudo-sustainability smart Hawaii GP 2045.
