Aloha, my name is Kalei Kailikni I reside in Hilo, Hawaii. I represent myself and Ohana. I oppose Bill 6e n a0g."
Plan 2045 Draft 2 in its entirety.
1. This Plan was proven in writing & copies given to Mayor Alameda that the General Plan 2045 (Draft 2) for Hawaii
County was developed by the United Nations (UN) a foreign entity that has no allegiance to Hawaii County, Hawaii,
or the United States of America. Which means that GP 2045 (Draft 2) is a treasonous document. This is fact. I am
appalled that the Planning Dept. and Planning Director continue to support and work on Bill 66 Draft 2.
2. General Plans 1971, 1989, and 2005 are available that we can utilize with minor realistic, less costly
improvements. In the 2005 General Plan section "15.3 ANNUAL REPORT - "The Planning Department shall
prepare an annual report to monitor progress towards achieving the General Plan goals, objectives, and
policies. To the extent possible, the annual report should develop measurable indicators related to the policies. The
Planning Department shall submit the annual report to the Mayor for review. The Mayor shall submit the annual
report to the Council together with the capital and operational budgets in accordance with the budget submittal
timetable set forth in the Charter....:' This was NOT completed by the Planning Department, as it was revealed that
the last annual report was dated 2009 - only 4 annual reports! This failure and negligence is exactly why Bill 66 must
be stopped! The Planning Dept. has proven that they are inundated with work, unable to perform mandated tasks
since 2005. GP 2045 is too much to accomplish with little resources or not enough people to do the work and not
enough money to meet Action steps. Where will the Hawaii County get the monies necessary for GP 2045? Taxes?
The US national debt is $36 Trillion today. We need to be more frugal; worry about feeding & surviving on Hawaii
Island. Do NOT discount that the US is seriously money deficient, because it can or will affect Hawaii.
3. Stakeholders is in GP 2045 Bill 66 & the definition allows ANYONE, ANY CORPORATION, ANY COMPANY,
ANY FOREIGNER to participate, make decisions & purchase on Hawaii Island. This should NOT be allowed. How
can Hawaii Island residents compete to buy property against millionaires & billionaires. Yes - they own corporations
& companies. I do not understand why the Planning Dept & Director failed to use common sense to know of this
disadvantage for the residents. What is going on? Hawaii is limited for land availability & to afford buying property.
Both well known facts for decades. Who in the County Council, the Mayor or the Planning Dept. can say they don't
know these facts? Stakeholders in GP 2045 proves once again, that the UN develop Bill 66. That is unacceptable,
please do not insult the residents of Hawaii County,
.4. Watersheds, Rainwater - I oppose taxing rainwater, I have water catchments & to tax God's water is insane. If
that is made possible by our elected representatives, than the next God's creation to be taxed will be oxygen.
Please do not laugh, this is serious. If you allow taxing rainwater, it's not hard to believe what may happen later.
Also, the billionaires have been buying up properties that have large bodies of fresh water. They believe their next
petroleum is water; an article was written on this subject. Hawaii Island has 5 acquivers, the largest at Mauna Kea.
Scientists have proven that Mauna Kea's water can support all of Hawaii and California for eternity. But, our elect
reps are not talking about these acquivers.
There are more reasons to NOT pass Bill 66 GP 2045 Draft 2. In order to provide quality services for Hawaii County
residents & future generations. Look at GP 1971, 1989 & 2005 to develop a more reasonable, cost efficient,
realistic, safe planning for Hawaii Island.
