THIS IS THE ALARM THAT SOMETHING IS AMISS IN PARADISE! I reiniri you that the stakeholders on Maui are in control of 27 ahupua'a [or the entire west side of Maui Island] from the passage of SB3381 last year. That land was stolen from the land owners! Stakeholders are un-elected!! Rid the General Plan of this term which threatens us homeowners... PLEASE. MANY of us are not one who has succumbed to the woke agenda of 'climate change' RE: the use of climate change; i.e. that states 'we have to adapt to adjust to actual or expected future climate to reduce risks from harmful effects of climate'. IF you think that climate change is a big problem, then you might want to maybe refer to a couple scientists listed below. If you look at the ancient past, the temperatures we went through long ago are similar today. You must go back far enough & we have the science to do that! It shows that what we are worrying about is not a new phenomenon. This is a policy - oriented ploy. Many scientists have laid out the factual context for climate and related energy concerns and it is that of a political dialogue. Doctor Willy Soon, astrophysicist, and client scientist explains climate change is a hoax. Review the science of Steve Koonin of the Hoover institution; Lord David Putnam, who chaired the first climate change act in 2008 in the UK. • Corinne Le Quere who's TED talk with over 84,000 views is a climate scientist who is absolutely saying that it is not a real threat. She is the Director of the Tindall Center for Climate Change Research and a Professor of Climate Change SG ence4,and Policy at thevUnivers ty, of East Anglia. I'll send these if you want. You can cite their names in your comments. I personally, having run a homeless shelter, been a psychological intern for severely handicapped children, been the Treasurer of a state's ACLU; would rather help the homeless, the mentally ill, and the children have been suffering from infant vaccines or Covid vaccines, and their loss of art, music and recreational opportunities that used to have public funding; than deal with something that is not valid ! This climate change goes all the way through page 19 formally, but it is infused throughout these 213 pages. Let's OPEN THE PUBLIC POOLS! Here they have said they can't open because they need another employee. FOR MONTHS!!!! Then priority actions that are on page 20, "promote government partnering with private and non-profit agencies" and other "stakeholders" on research! They don't say "corporations" I am opposed to any unelected officials controlling our governance and especially our land on Hawaii island. I am opposed to the agenda 2030 or 2040 or whatever you want to call the UN plan to control what we want on this island. What we want is local control by elected representatives. 1. Page 25 I am not happy with below ... The Public should always be free to comment on regulatory processes. But do we have to do it for 2 years ... 18 times like I have on this one General PLAN??? IS that the PLAN ... to wear us down? Public NIMBY stands for `Not In My Back Yard' Engagement • NIMBYism can present barriers to collaborative processes. • General misunderstanding and misinformation about land use policies can del, use patterns. • Public hearing processes can become political rather than regulatory processe Infrastructure:(I DO AGREE with) 1. County roadway standards aren't modernized and remain a major cost & getting worse. WE HAVE A LACK OF SAFE ROADS & DELAYS IN TRANSPORTATION!! Now that the County has all this extra tax from the high assessed values they should do more infrastructure work on the roadways. Page 28 ALERT: Proposed discretionary permits for large development projects (200+ units) in the North Kohala, South Kohala, North Kona, South Kona, and Ka'u Districts should be designed to be as water neutral as reasonably possible through water conservation, recharge, and reuse measures to reduce the water footprint. This is on the same page "Collaborate with the State Office of Planning to create criteria for Ka Pa`akai analysis." What is this word? There are many pages of maps and zoning discussion. PG 187 Collaborative Biocultural Stewardship How about eradicating the fire ant, coqui frog, mongoose & controlling the pig population!! PG 190 47.4. Health and Safety The budget should be proportional to adequately address health and safety needs Then our children should swim in sanitary and safe pools, not like the one in North Kohala!... after non-use (& plenty of time to scrub it down) there was nothing done to clean up the degraded condition! How can we let our seniors live in housing with smart meters directly radiating them. We need to truly enact this mandate in the General Plan ... It is the highest priority; 'Health and Safety'. In regards to lifting the DWS water meter moratorium in No Kohala p. 17: 2.9 Partner with government, private and nonprofit agencies, and other stakeholders to develop comprehensive and coordinated strategies promoting energy and water conservation to strive for climate change resilience. p.88: Public utilities ensure equitable distribution of resources, allowing residents of all socioeconomic backgrounds to enjoy necessities such as clean water, affordable energy, and accessible internet-based services. These services enhance public health, education, and overall quality of life, fostering thriving and inclusive communities. p.89 : Drinking Water X Disputes over water source capacity can prevent development where it is needed and consistent with desired development patterns. x �� `have been assigned to parcels that are not being developed or lack g p g p development potential. x Guidelines for assigning water units per system need to be updated. x Modeling of water demand and potential demand needs to be closely aligned to land use. x The water systems serving, South Kohala, North Kona, and Puna will require additional source development. x On -site wastewater disposal can adversely impact groundwater resources. p. 91: Align the Water Use Development Plan, Master Plan, General Plan, DWS CIP, DWS guidelines, �''if w,,„ �, DWS �r J u " ,, . �, and private improvements to the DWS system. p.92: Promote the expanded use of greywater for landscape irrigation and groundwater recharge via rules for new construction and retrofits. p.93: 20.5 Encourage the clustering of developments to reduce the cost of providing utilities. WE ARE NOT A CLUSTERING ISLAND OHANA>>>leave that in LA! PLEASE p.100: Water availability is based on the sustainable yields of the groundwater hydrologic units established through the State Water Code. p.100: Land use allocation must be closely related to water availability, including the quantity and quality of the water, and the adequacy of the transmission and distribution system. The General Plan requires an understanding of water availability and capacity, current demands, and future demands based on planned and anticipated future growth and land uses. p.100-104— REVIEW ALL. In particular... P.102: 23.e Maintain the water master plan to consider water yield, present and future demand, alternative sources of water, guidelines, and policies for the issuing of W N colrrtff uy No one has been able to get a water meter in North Kohala for over 8 years! 23.i Explore the feasibility of incentive methods such as property tax dedications, conservation easements, or transfer of development rights to protect the defined zone of influence of existing or proposed public and private wells. p.103: 23A Develop criteria and standards for all variances in water supply. [code I PD I phase 1] These are some of the comments I personally also made: The fact that HELCO denied installations of solar and went from $.20 to $.08 in reimbursement for net metering are only 2 examples wherein the private corporation that was given a 25 yr charter by our Queen Liliuokalani & has stolen our rights to control our energy costs, This is the worst than climate change to our ohanas! The fact that we asked them to give notifications to the residents around the geothermal plant and they refused, then refused to insure those endangered local residents with something to compensate for a disaster there, is a 'tell' of their Lack of moral responsibility to our Island's residents. They are NOT the agency we should trust! The County needs an oversight agency who head administrators should be elected by the people! The Public Utilities Commission is obviously compromised by more actions than there is space here to describe. Furthermore Civil Defense is NOT prepared, nor does it appear that want to be by the lack of organization for EmComm, coordination at the emergency shelters (Red Cross wholly unprepared and under -staffed)... roadways that are prone to landslide and flooding have not been addressed for decades! The last 2 times I was at an emergency shelter the people that had to come in were those who could not go home due to the landslide that regularly occurs at tole in No Kohala. I know it is NOT an easy fix, but it cuts 100's of families off from the hospital and vital services... very dangerous situation. We have huge windmills that could be servicing our area IF a private public partnership could be initiated... for 4 years we have had discussions .... that is all the County wants ... don't let the public work on an action plan ... work on a shared cost arrangement to buy the storage batteries and put them on the grounds of our local public Library ... We have buildings rotting here! Sell a couple that are just costing the county... ..and use the funds to generate energy! I can list 2 OF THESE PIECES OF REAL ESTATE IN NORTH KOHALA and organize a marketing plan.
