This measure will permit residential dwellings within the industrial -commercial mixed -use

(MCX) district. Permitting housing in areas with commercial and industrial purposes wilt go o
Long way towards decreasing car dependence while fostering mixed -use communities, —
resulting in savings for Hawaii County's residents (and county government) in the process.
As envisioned in drafts of the 2045 General Plan, Hawaii County is poised to officially envision
a future that promotes missing middle housing, reduces parking minimums, reduces minimum
structure sizes, and expands housing types' Providing as much flexibility as possible in MCX
areas is critical in this context, especially where infrastructure limitations are a barrier to
home construction.
Expanding housing opportunities to MCX areas could especially prove beneficial to the
districts of North Kona, South Hilo, Puna, and North Kohala, which collectively boast more
than 400 acres of MCX land, often in proximity to urban centers. North Kona atone boasts
more than 318 acres, per the Planning Department's estimates?
We humbly urge the Council to advance Bill 63, while additionally factoring in opportunities to
maximize the amount of housing permitted in MCX areas.
