Aloha Chair Villages and the Committee,
My name is Sarah Warr, and I'm writing as a resident of Hawaii County in strong support of Bil183.1 urge
the Committee to maintain the current draft of Bill 83.
Some have suggested that the BPI logo should not be required on compostable products. However,
according to the Biodegradable Products Institute (BPI) itself, the license agreement for BPI -certified
items requires the certification mark to appear on all certified products unless an exemption has been
granted in writing. This isn't just a branding issue, it's an essential safeguard.
The visible BPI mark is a clear and consistent way to differentiate truly compostable items from
lookalike plastics that contaminate compost streams. Both consumers and composting facilities rely on
this clear labeling to identify what belongs in the organics bin. Without the mark, compostable and non-
compostable products become indistinguishable, making effective waste diversion nearly impossible.
Bill 83 represents a practical, forward -thinking step for Hawai'i County that reduces waste and helps
build the foundation for future commercial composting. But that future depends on consistent
labeling
and product integrity. G
