Aloha Chair and Members of the Hawaii County Council,
I am writing to urge Mayor Alameda to review the existing and potential agreements with public and
private partners in order to ensure constitutional rights of residents are protected, and request that the
Hawai' i Police Department limit its involvement with the United States Department of Homeland
Security, Immigration and Customs Enforcement to cases involving criminal activity.
Furthermore, I request that pertinent authorities please review and rescind all MOUs with ICE/HSI, reject
any 287(g) agreements with the federal government, and ensure Hawai'i Police Department officers are
always properly identified and in uniform, except in legitimate undercover criminal operations, not
immigration raids.
