HONORABLE CHAIRMAN AND COUNCIL MEMBERS:
We submit testimony on behalf of RESOLUTION 320 EXPRESSING SUPPORT FOR DUE PROCESS AND
THE PROTECTION OF CONSTITUTIONAL RIGHTS FOR ALL RESIDENTS OF THE COUNTY OF HAWAI' I AND
AFFIRMING THE COUNTY'S COMMITMENT TO MULTICULTURALISM AND ITS IMMIGRANT HERITAGE.
We applaud Council Member Galimba for recognizing the urgency of this moment and the threat to
County residents' civil rights. Thank you for setting an example for all the counties.
We also request three amendments to the resolution:
1. Asking the Mayor not only to review all current agreements and memoranda, but also, within 90 days
of the Council's adoption of the Resolution, to provide the Council on public record details of all such
agreements and memoranda and their status.
2. Asking the Mayor to request approval of the Council priorto entering into any new partnership
agreement or memorandum which might reasonably be construed to affect the protected rights of
residents and values of the County.
3. Asking the Hawaii Police Department further to not enter into any agreement or memorandum
regarding the so-called Joint Terrorism Task Force of the FBI, under National Security Presidential
Memorandum 7 (NPSM-7 of 9/25/2025), or any similarfederal initiative whose avowed purpose is the
targeting of groups advocating peaceful political opposition to the federal administration.
As amended, we hope this Resolution will be adopted unanimously by the Council. Thank you for
recognizing that this is no ordinary time.
