CONSTITUTIONAL RIGHTS FOR ALL RESIDENTS OF THE COUNTY
OF HAWAI'I AND AFFIRMS THE COUNTY' S COMMITMENT TO
MULTICULTURALISM AND ITS IMMIGRANT HERITAGE

Dear Chair Inaba, Vice Chair Onishi, and Councilmembers:
I am in strong support of Resolution 320-25.
The resolution affirms constitutional rights for all residents, regardless of immigration
status, race, religion, gender, or socioeconomic background; rejects discrimination and
government overreach, emphasizing equal protection and due process; limits local
cooperation with ICE to criminal cases only, helping safeguard undocumented residents
from civil immigration enforcement and calls for a review of County agreements to
ensure alignment with constitutional protections and community values.
Let us never forget. Over 2,000 Japanese and Japanese American civilians in Hawaii
were arrested and detained as enemy aliens without due process after the attack on Pearl
Harbor. Additionally, 1,500 Americans of Japanese ancestry were forcibly evicted from
their homes in 23 areas of Hawaii, with no opposition or advocacy from the government
or community.
