Re: STRONG SUPPORT OF RESOLUTION 320-25 which EXPRESSES SUPPORT FOR DUE PROCESS AND
THE PROTECTION OF CONSTITUTIONAL RIGHTS FOR ALL RESIDENTS OF THE COUNTY OF HAWAI'I AND
AFFIRMS THE COUNTY' S COMMITMENT TO MULTICULTURALISM AND ITS IMMIGRANT HERITAGE
Hearing: Wednesday, October 22, 2025, 9:00 a.m., Hilo Council Chambers, Hawaii County Council
Building, 25 Aupuni Street, First Floor, Room 1401
Dear Chair Inaba, Vice Chair Onishi, and Councilmembers:
I am in strong support of Resolution 320-25.
As an immigrant living in Hawai'i, I deeply appreciate this resolution's affirmation of constitutional rights
and protections for all residents. I also want to share that I feel unsafe due to the increasing lack of
accountability in our communities. Strengthening enforcement of laws, alongside safeguarding residents'
rights, is essential to ensuring that everyone, regardless of immigration status, can live without fear. I
urge that in reviewing County agreements and protections, special attention be given to measures that
protect residents from discrimination, reinforcing safety, accountability, and equal protection for all. The
resolution limits local cooperation with ICE, and calls for a review of County of agreements to ensure
alignment with protections and community values.
Aleeka Morgan
Thank you for the opportunity to submit testimony in strong support.
