Without our leaders standing guard to protect our people, we lose trust and unity in the system each leader has sworn to serve. With enough evidence of unlawful tactics and attacks on non -incriminating citizens and even legal citizens, your commitment to keeping our people safe brings a level of urgency and character compared to those States and counties that have bowed a knee to the Federal Government. The recent ICE arrest of immigrants impacted by the Lahaina fire was unlawful in multiple ways. I am writing to express that Mayor Alameda reviews the existing and potential agreements with public and private partners to ensure constitutional rights of residents are protected, and requests the Hawai' i Police Department to limit its involvementwith the United States Department of Homeland Security, Immigration and Customs Enforcement, to cases involving criminal activity. Further and clearly requestingto rescind all MOUs with ICE/HSI, reject any 287(g) agreements with the federal government, and ensure Hawai'i Police Department officers are always properly identified and in uniform, except in legitimate undercover criminal operations, not immigration raids. o c7 CD Mahalo C:) Maki Morinoue N Hblualoa ` >CD 1.
