I write in support of Resolution 320, which is an important step in resisting the o
autocratic policies of the MAGA administration in Washington D.C. For
generations we have been able to trust that the rule of law and our commitment to
facts would protect everyone from arbitrary government action. But today the
federal government is breaking the rule of law and prmotoing hate, racism and
misogyny.
Resolution reaffirms our commitment to all the diverse members of our
community and to the legal principles which have protected them. It is sad and
perhaps shocking to think that this is needed in 2025 in the United States, but I
urge the council to pass this Resolution quickly.
I would also support amendment of the Resolution to add the proposals of Kona
Indivisible, including:
1. Asking the Mayor not only to review all current agreements and
memoranda, but also, within 90 days of the Council's adoption of
Resolution, to provide the Council on public record details of all such
agreements and memoranda and their status.
2. Asking the Mayor to request approval of the Council prior to entering into
any new partnership agreement or memorandum which might reasonably be
construed to affect the protected rights of residents and values of the
County.
3. Asking the Hawaii Police Department to not enter into any agreement or
memorandum regarding the so-called Joint Terrorism Task Force of the
FBI, under National Security Presidential Memorandum 7 (NPSM-7 of
9/25/2025), or any similar federal initiative whose avowed purpose is the

targeting of groups advocating peaceful political opposition to the federal
administration.
