Your Committee on Governmental Operations and External Affairs, to which was referred
Communication No. 664, reports as follows:
Communication No. 664, transmitted by Mayor C. Kimo Alameda, dated December 17, 2025,
requests the Council's review and confirmation of the nomination of Colin E. Miura to the Water
Board.
Executive Assistant to the Mayor, Micah Alameda, was present in the Hilo Chambers to introduce
Mr. Miura, who was also present in the Hilo Chambers.
Committee Members Heather L. Kimball, Dennis "Fresh" Onishi, Michelle M. Galimba,
James E. Hustace, Matt Kaneali`i-Kleinfelder, Ashley L. Kierkiewicz, and Rebecca Villegas spoke
in favor of the appointment.
Multiple members mentioned the importance of this board and the role the Water Department has in
supporting affordable housing, thoughtful and careful developmental infrastructure, increasing infill
of housing in our rural communities with access to water, and working towards more water access for
agricultural lots.
Pursuant to Article VIII, Section 8-2 of the Hawaii County Charter, members of the Water Board
shall be appointed by the Mayor and confirmed by the Council.
Your Committee on Governmental Operations and External Affairs is in accord with the purpose and
intent of Communication No. 664, and recommends confirmation of the appointment of Colin E.
Miura to the Water Board.
