My name is Luana Keakealani, and I am submitting this written testimony in strong oppositionto Bill 52.1
am a longtime resident of Waimea, an active contributor to our island community, and an advocate
for
social justice. I work with our island's most vulnerable--- medically, economically, and socially.
At a time when food insecurity remains a serious concern across Hawai'i Island, allowing residents to
sell eggs from home supports local self-sufficiency and strengthens the neighborly relationships that
have long defined Waimea. These relationships are the backbone of our community and essential to its
continuity for future generations.
The proposed lot -area -based limits are unreasonable for multigenerationalfamilies who raise hens
primarily to provide eggs for their own households. In addition, allowing henneries within residential
areas aligns with Waimea's historic agricultural character and encourages sustainable living practices
deeply rooted in our way of life.
It is unclear how the two -hen limit was determined, as the bill provides no context or rationale for this
restriction. Furthermore, the prohibition on egg sales is unnecessary and prevents small-scale home
income opportunities at a time when many families are facing economic hardship.
As community stakeholders who care deeply about the wellbeing of Hawaii County and who purport to
promote agriculture on our island, I respectfully urge you to do what is pono: vote against Bill 52.
