As a resident of Hawaii I believe this bill has far too much government overreach and is unnecessarily wordy. There are already laws in place that help protect animal welfare that can be enforced if necessary. There does not need to be any laws restricting henneries or the sale of farmed eggs in Hawaii. I believe only a veterinarian was consulted and not any farmers and I would like to know why that is the case. Residential henneries should be allowed to encourage self sufficiency and home agriculture. This entire section can be reduced to say: Household henneries are permitted in the IRS, RD, RM, RCX, and RA districts. Rooster fighting is illegal regardless. Anything beyond that is an excess and is unnecessary. Too much government control over simple things conflates laws that already exist and youre just asking for more trouble down the road.
