Sent: Friday, October 31, 2025 11:13 AM To: Council Testimony � o Subject: Please Oppose Bill 52 - Protect Local Food Security and Community Livelibood—s- o w Aloha Council Members, c I'm writing to respectfully ask that you oppose Bitl52, which would restrict residents from owning roosters, setting eggs, or selling chickens. CD Chickens are notjust livestock in Hawai'i, they are part of our culture and landscape. They roam freely across every island, woven into our daily life as naturally as mynah birds or doves. No law can change that reality. What this bill would change, however, is the ability for local people to feed themselves and each other. In times like these, food security is more important than ever. If the boats stop coming, or if prices continue to rise as they have, our communities will need every viable food source available. Chickens are the most accessible and sustainable livestock option for local families: • They require little space and can thrive on free-range conditions. • They provide both eggs and meat for families. • They reproduce naturally, but only if roosters are allowed. Without roosters, we lose the ability to hatch our own food. And by restricting egg and chicken sales between neighbors, you take away one of the simplest ways for people to help each other become more self-sufficient. Rather than Limiting people's ability to feed themselves, the county should be supporting local agriculture and backyard food systems. Inflation is soaring, insurance costs are rising, and many families are already struggling to make ends meet. Hawai'i's people need support, not new barriers. Please stand with our communities and vote no on Bill52. Help us protect Hawai`i's food security, culture, and independence.
