Reasoning
Small flock owners need to be able to occasionally sell chicks/chickens and this is not a
commercial enterprise. I've owned a handful of small flocks of 4-8 hens over the past 9 years.
When I start anew flock, I order 16 chickens as it increases the survival rate of chicks that are
being shipped. I then either immediately sell the excess chicks to others at cost or raise them for a
few months before selling them as pullets (I do not make a profit on pullets -just cover the cost of
feed and supplies to raise them). After 3 years, I order anew batch of chicks and sell the 3 year old
hens to someone that wants meat or low production egg -layers. So in the course of a 3 year period
I am selling 8 chicks/pullets at cost in year one, and then 8 hens in year 3.
Although I don't sell my eggs, it seems like overreach for the county zoning code to prohibit their
sale.
2. REVISE regulation land item Ato read:
1) Hens must be confined to the property at all times:
A) All pens must be at least 20' from an adjacent properties dwelling
Reasoning
Small flocks of egg laying hens are easily confined to properties that have a 5' fence if you
trim the flight feathers on one wing -this is an extremely common standard practice. In
Hawai'i traditional coops, hutches, hen houses, and fully enclosed areas can actually be quite
harmfulto chickens due to our hot and humid conditions here. It is much more common to have a
run or open coop that provides shelterfrom the weather but has lots of ventilation. If the chickens
are confined to a small area they tend to make more noise than if allowed access throughout the
fenced property to engage in the natural behavior of foraging for insects.
3. REVISE regulation 2 item A to read:
2) The number of hens may not exceed:
A) Four hens for the first three thousand square feet of the building site area;
Reasoning
Chickens are flock animals and 2 birds is not a flock. Hens tend to display fewer sign of stress
and live longer lives when allowed to live in a flock of at least 4 birds.
