Good morning, members of the Hawaii County Council.
I think we can all agree that protecting our environment —our beaches, our marine life, and our natural
landscapes —is a shared priority. Bill 83 is an important step toward achieving that goal by reducing the
use of single -use plastics and foam foodware that threaten the health of our islands.
We can also agree that waste reduction benefits everyone. Cutting down on unnecessary packaging and
encouraging the use of compostable and reusable products will reduce landfill overflow, decrease
pollution, and help us meet our sustainability commitments such as the Zero Waste Plan and the Aloha+
Challenge.
Additionally, we all want to promote public awareness about the importance of sustainability. Increasing
education about compostable products and responsible waste disposal supports healthier habits and
community -wide participation.
Supporting local businesses is another point we can agree on. This legislation not only encourages
innovation and the development of eco-friendly products, but also creates economic opportunities and
green jobs that benefit our community.
We also share the goal of proper waste sorting and processing. Standards and clear labeling —using
certified compostable products that are visibly marked —are essential to prevent contamination and
ensure our waste streams work effectively.
Finally, we can agree on the importance of balanced implementation —reasonable timelines, effective
exemptions, and resources to help small businesses succeed without undue hardship.
In conclusion, Bill 83 aligns with our collective goal of creating a healthier, cleaner Hawaii. Let's work
together to pass this legislation and protect the beauty and health of our islands for generations to come.
