Dear Mr. Chung and Committee Members:
As Chairman of the Water Commission, I am writing to voice my strong support for Resolution
270.00. I regret that due to prior commitments, I am unable to be with you personally today to
present my testimony.
Throughout my tenure on the Water Commission, I have listened to the concerns of Kona
residents in the Kona Coastview and Kona Wonderriew subdivisions. They are duly concerned
about a failing and substandard private water system that begs for long-waited improvements.
The improvement district process, coupled with support from the USDA's Rural Utilities Water
and Waste Disposal Loan and Grant Program, offers a promising solution for the approximately
400 affected lot owners and residents who critically need a reliable County-standard water
distribution system. Today, by passing Resolution 270.00, your Committee will kick-start a
process in motion to achieve that improvement.
Long-sought relief for these Kona residents can serve as a model for future development of
County water systems in rural subdivisions throughout our island. As the motto for our
Department of Water Supply states: Water brings progress..." Such progress, as reflected by
this Council-initiated improvement district, can only come as we increase the numbers of
assessed consumers served by County-standard water delivery. I am committed to support that
model of progress and welcome the opportunity to meet with you in the coming months as this
effort moves forward.
