Dear Chair and Council Members,
On behalf of the Hawaii Island membership partners of the Maui Hotel & Lodging Association (MHLA
representing hotels, resorts, and hospitality businesses across the island, we offer our strong support for Bill 83.
This measure takes a meaningful step toward reducing plastic waste and advancing Hawaii County's environmental
and sustainability goals.
The lodging industry depends on Hawaii Island's pristine natural environment. Reducing single -use plastics directly
protects the resources —our beaches, reefs, and communities —that sustain both residents and visitors. Bill 83 aligns
with the County's zero -waste and Aloba+ Challenge goals, while reinforcing Hawai'i Island's reputation as a
responsible, world -class destination.
Many of our members have already begun transitioning to reusable or compostable products. The market for these
alternatives has improved significantly, making this transition both feasible and timely. A clear and consistent
county policy helps suppliers, operators, and consumers move together toward a more sustainable future.
We respectfully offer the following recommendations to support successful implementation:
• Ensure composting and waste -processing capacity keeps pace with new requirements.
• Provide assistance or cooperative purchasing options to help small businesses manage costs.
• Align definitions and timelines with other counties to simplify compliance for multi -island operators.
• Phase in requirements and partner with industry groups on education and outreach.
MHLA and our Hawaii Island members are committed to sustainability and ready to collaborate with the County
and community partners to achieve these goals.
We urge the Council to adopt Bill 83 and continue Hawaii Island's leadership in protecting our environment and
supporting a thriving, responsible visitor industry.
