Aloha Chair and Councilmembers,
My name is Sarah Warr, and I'm a UH Hilo alum, long time Hawaii Island resident, and Director of
Operations for a local company that supplies compostable packaging to hundreds of small business
across the state. I'm here today not just in a professional capacity, but also as a mother who wants
my child to grow up in a place that cares for its natural resources.
We've heard the argument that compostables are too expensive, but that simply isn't true. The cost
difference has narrowed dramatically over the past decade, and many of our local businesses have
already made the switch without raising prices. Compostables are not cost -prohibitive; they are a
practical, responsible choice that reflects where the market is headed.
Adopting compostables also helps us build the foundation for a commercial composting facility here
on island. This kind of -policy support is a critical first step in that infrastructure. When we commit to
compostables at scale, we're creating the materials stream that makes composting economically
viable.
Our landfill is rapidly reaching capacity. We all know this. Continuing to bury single -use plastics is not
a long-term solution. This bill is a step toward a circular system that supports local jobs, agriculture,
and waste reduction.
I urge you to move this bill forward for the health of our community, our environment, and the
generations who will inherit this land after us.
