Main Concerns • No local composting facility: Compostabie containers will still end up in the landfill. • Higher costs: Compostable containers can cost up to twice as much, forcing price increases. • Food quality: Hot or oily foods leak or soften these containers, creating waste and safety issues. • Uneven rules: Every island has different laws, making it hard for small businesses to follow. Suggested Improvements Allow Type 5 (PP) reusable and recyclable containers. • Delay implementation until a composting facility is ready. • Study the real cost impact before enforcing the law. We all want to protect Hawai'i's environment, but Bill 83 adds cost and waste without the right infrastructure.
