Dear Chair Inaba, Vice Chair Onishi, and Members of the Council,
My name is Pamela Igarashi, and I am the Manager at Takenoko Sushi in Hilo, Hawaii
I am writing to oppose Bill 83.
Main Concerns
• No local composting facility: Compostabie containers will still end up in the landfill.
• Higher costs: Compostable containers can cost up to twice as much, forcing price increases.
• Food quality: Hot or oily foods leak or soften these containers, creating waste and safety issues.
• Uneven rules: Every island has different laws, making it hard for small businesses to follow.
Suggested Improvements
Allow Type 5 (PP) reusable and recyclable containers.
• Delay implementation until a composting facility is ready.
• Study the real cost impact before enforcing the law.
We all want to protect Hawai'i's environment, but Bill 83 adds cost and waste without the right
infrastructure.
Please take more time to create a practical plan that works for local businesses and our island.
