My name is William Whelan, and I am the owner of Fitment Fabrication LLC in Kailua-Kona. I'm writing in
strong support of Bill 83 (Draft 2) to reduce single -use plastic and polystyrene waste in Hawaii County.
As a small business owner, I see firsthand how much unnecessary plastic enters our waste stream.
These materials don't break down in our environment, they add to landfill strain, and they increase
cleanup burdens on taxpayers and community groups. Reducing plastic and foam waste aligns with our
island's long-term sustainability goals, supports a healthier ecosystem, and helps protect the natural
resources our residents and visitors rely on. '
Transitioning away from disposable plastics is both responsible and achievable. Many local businesses
— including mine— already take steps toward more sustainable practices because it's the right

direction for our island community. This bill would create a consistent county -wide standard that
supports these efforts without placing unreasonable hardship on businesses.
