Testimony- Bill 89 support ( with reservations)
I am testifying in favor of Bill 89 relating to the appointment of the Civil defense administrator, with
reservations.
The civil defense administrator shall be hired in accordance with HRS 76.
What reason does the proposed Bill give the mayor authority to remove the administrator when this civil
service position is protected under HRS 76, and, has in it procedures for relieving someone of their
duties.
Deletion of the wording" and may be removed by the mayor" in Section 7-1-3 (b) is presented for your
consideration prior to passage of this bill.
