Kaloko Drive-Mamalahoa Highway Intersection Improvements
The Planning Commission at its May 19, 2000 meeting agreed to refer the May 8, 2000 letter
from the State Department of Transportation/Mr. Kazu Hayashida to you for your written
comments on the above matter inasmuch as the County has monies set aside for such
improvements. Depending upon your comments, this matter may be further referred to the
Hawaii County Council.

Planning Commission at Extension 8288.

Subject: Change of Zone (REZ 99-031), Applicant: Morton Associate Holdings,
TMK: 7-3-026: 019
Thank you for your letter of March 31, 2000, regarding the above project. Your request for an
execution of a contract for roadway improvements at the intersection for the Kaloko Drive -
Mamalahoa Highway should be directed to the County of Hawaii. In the past, we have consistently
considered the roadway improvement of the subject intersection as a County responsibility, not a
State responsibility.
We agree that improving the intersection is necessary. However, it is not a high priority for us
when we compare it with the many other State needs on the Big Island. If the County
Administration considers this improvement as one of its high priorities, it can seek Federal highway
funds that may pay up to 80% of the eligible costs.
