RESOLUTION NO. 452 2G
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HUMANITY HALE
FOR SERVICES IN HAWAIIAN ARTS AND CULTURAL EDUCATION, ABUSE
PREVENTION, AND LEADERSHIP DEVELOPMENT IN KONA.
WHEREAS, Humanity Hale is a 501(c)(3) nonprofit organization whose mission is to
provide trauma -informed, culturally rooted support to foster and at -promise youth on the Big
Island while building resilience, self-sufficiency, and pathways to success; and
WHEREAS, Humanity Hale is requesting funds for laptops, printers, mobile devices,
and IT peripherals, which will serve a public purpose by benefiting, improving, or promoting the
interests of culture and the arts, educational concerns, the needs of the poor, youth, the aged, and
those with physical or emotional disabilities, and victims of health or social crises; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in
accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 7 are hereby transferred to the
Department of Liquor Control to provide a grant to Humanity Hale for the expenses and
purposes identified in "Exhibit A," a copy of which is attached hereto and incorporated herein by
reference, in the following amount as set forth below:

Humanity Hale is dedicated to healing trauma, celebrating culture, and building bright futures for keiki and'6pio. The
organization provides free, trauma -informed programs for youth, Including Hawaiian arts and cultural education, art
therapy, leadership development, abuse prevention, and 24/7 crisis support. Much of this work takes place in remote and
rural areas of Hawari Island, where access to technology and reliable communication tools is limited. Staff often travel
across the Big Island to deliver services, coordinate with schools, and support youth in crisis. To strengthen staff capacity
and ensure effective program delivery in 2026, Humanity Hale is requesting operational support to provide updated
equipment that allows staff to work remotely, track outcomes, and stay connected with youth, families, and partners.

Humanity Hale is directly connected to this project as the implementing nonprofit responsible for providing trauma -
informed, culturally grounded support to foster and at -promise youth across Hawari Island. The requested operational
support for staff equipment is a critical foundation that enables the organization to continue delivering its core programs
—including Hawaiian arts and cultural education, art therapy, leadership development, abuse prevention, and 24/7 crisis
support. Because staff frequently work in rural and remote areas, reliable technology and communication tools are
essential for maintaining connections with youth, families, and partners, tracking program outcomes, and ensuring that
services are delivered effectively and consistently.

Public Purpose of Requested Funds
Per §2-138 of the Hawari County Code 1983 (2016 Edition, as amended), the County may grant an award only if the
proposed program or service provides direct public benefits and fulfills a public purpose within the County.

funds.
Measurable outcomes for Humanity Hale with Contingency Relief Funding include enhanced staff efficiency, as equipping
three staff members with laptops will enable the timely completion of grant writing, documentation, and reporting,
thereby reducing turnaround times. Crisis response will be improved by providing three staff members with mobile
phones to maintain real-time communication with youth and partners, ensuring that all crisis calls are addressed
promptly. Expanded outreach capacity will be achieved through two printers, enabling the annual production of culturally
relevant materials for families and schools in rural communities. Comprehensive program tracking will be supported by
updated technology, allowing staff to record and analyze program outcomes and ensuring that 100% of youth served
have documented progress reports. Service accessibility will increase as portable Wi-Fi hotspots enable staff to deliver
programs in remote areas with limited internet access. Finally, strengthened sustainability will result from technology
upgrades that support compliance with funder reporting requirements, helping to ensure continued eligibility for future
grants and partnerships.
