HomeMy WebLinkAboutRES 454 Draft 01 2024-2026o 4oJM[Y,s N�, • i�n 4b COUNTY OF HAWAI`I STATE OF HAWAI`I RESOLUTION NO. 454 26 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE FRIENDS OF FIRST RESPONDERS FOR ITS "WHEN MY HERO COMES HOME" CHILDREN'S BOOK. WHEREAS, Friends of First Responders (FOFR) is a 501(c)(3) nonprofit organization whose purpose is to support the health and wellness of first responders and their families; and WHEREAS, FOFR is requesting funds to cover printing costs for copies of its children's book entitled "When My Hero Comes Home" for distribution to children and families of first responders, which will serve a public purpose by benefiting, improving, or promoting educational concerns, the public health and welfare of the people and the environment, and victims of health or social crises; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI°I that, in accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as amended), Contingency Relief funds from Council District 1 are hereby transferred to the Police Department to provide a grant to the Friends of First Responders for the expenses and purposes identified in "Exhibit A," a copy of which is attached hereto and incorporated herein by reference, in the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $5,000 OUT AND FROM: 1010-11-10191 Clerk -Council SVC — Contingency Relief CREDITED TO 1010-21-20302 Police Department Police Administration Div - OCE 530106 Printing (FOFR — "When My Hero Comes Home" Children's Book) $5,000 $5,000 BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Chief of Police and Director of Finance, and that the Director of Finance is hereby authorized to make the necessary transfers in accordance with the terms of this resolution. Friends of First Responders created the children's book "When My Hero Comes Home" with support from a therapist and a graphic artist, and input from first responder parents. The book was designed to be culturally relevant and gender -inclusive and to help open communication between first responder parents and their children about the unique stressors they experience due to parental exposure to danger, shift work, and emergency callouts. The book was introduced at Friends of First Responders' first Kids' Camp, held during the 2025 Fall Break at the Island of Hawaii YMCA, where it was read and discussed with participating children, and each child received a copy to take home. With County support, Friends of First Responders seeks to have additional copies available for distribution and use at future first responder family events they are developing during the project period. The purpose of this project is to support communication, understanding, and family resilience within the first responder community on Hawaii Island. *43. 501(c)(3) Mission Statement Friends of First Responders Hawari Island is committed to the mental health and relational wellness for first responders and their'ohana on Hawari island. *44. Friends of First Responders created and initiated this project as part of their efforts to support the relational wellness of first responder families that have children. *45. Friends of First Responders serves a large portion of the County's public safety community, including first responders and their families who are affected by the demands and risks of emergency service work. Through the distribution and use of "When My Hero Comes Home," this project seeks to encourage family discussions and increased awareness of the emotional challenges faced by first -responder children. The intended outcome of this project is that first responder families who receive the book will have a resource to support parent -child communication related to stress, safety, and emotional well-being. The success of the project will be demonstrated by the number of books distributed and by the organization's continued use of the book at first -responder family -focused events and activities.
