Your Committee on Finance, to which was referred Bill No. 118, reports as follows:
Bill No. 118, transmitted by Interim Police Chief Reed K. Mahuna via Communication No. 685,
dated December 29, 2025, amends Ordinance No. 25-45, as amended, the Operating Budget of
the County of Hawaii for the fiscal year ending June 30, 2026.
This bill increases revenues in the Federal Grants — Hawai`i County Police Department Pedestrian
and Bicycle Safety Grant account ($54,098) and appropriates the same to the Hawaii County Police
Department Pedestrian and Bicycle Safety Program account.
Police Major Jeremy Evangelista was present in chambers.
Committee Member Ashley L. Kierkiewicz spoke in support of this matter.
Committee Member Dennis "Fresh" Onishi stated that he has seen bicyclists use the sidewalk
instead of the designated bike lane and asked if the department had a plan to address this safety
concern. Mr. Evangelista explained that they plan to address this matter by educating both parties,
cyclists and pedestrians, on the appropriate use of sidewalks and bike lanes.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 118, and
recommends its passage on first reading.
