Your Committee on Governmental Operations and External Affairs, to which was referred
Communication No. 691, reports as follows:
Communication No. 691, transmitted by Mayor C. Kimo Alameda, dated December 31, 2025,
requests the Council's review and confirmation of the nomination of Derwin Ignacio to the Fire
Commission.
Executive Assistant to the Mayor, Micah Alameda, was present in the Hilo Chambers to introduce
Mr. Ignacio, who was also present in the Hilo Chambers.
Committee Member Heather L. Kimball spoke in favor of the appointment.
Committee Chair Jean Kagiwada asked Mr. Ignacio why he was interested in serving on the Fire
Commission and he responded that he has a history as a first responder. Chair Kagiwada then asked
if he has sat in on any of the Fire Commission meetings. Mr. Ignacio replied no. Chair Kagiwada
explained that they were in the process of determining a new Fire Chief and asked how he would be
evaluating that process. Mr. Ignacio said that there are many worthy candidates within the
department that may be coming up through the ranks.
Pursuant to Article VII, Chapter 4, Section 7-4.5 of the Hawaii County Charter, members of the
Fire Commission shall be appointed by the Mayor and confirmed by the Council.
Your Committee on Governmental Operations and External Affairs is in accord with the purpose
and intent of Communication No. 691, and recommends confirmation of the appointment of
Derwin Ignacio to the Fire Commission.
