A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO BIG ISLAND
MEDIATION, INC., DBA WEST HAWAI°I MEDIATION CENTER TO ASSIST WITH
EXPENSES FOR ITS PEACE CIRCLE TRAINING.
WHEREAS, Big Island Mediation, Inc., DBA West Hawaii Mediation Center (WHMC)
is a 501(c)(3) nonprofit organization whose mission is to empower individuals, organizations,
and communities to deal with conflict by providing mediation, facilitation, and education
services; and
WHEREAS, WHMC is requesting funds to assist with expenses for trainer fees covering
24 hours of a qualified trainer's time to prepare and deliver a three-day training, as well as staff
support covering 24 hours of staff time to organize, administer, and support the three-day
training, which will serve a public purpose by benefiting, improving, or promoting the interests
of educational concerns, the needs of the poor, youth, the aged, those with physical or emotional
disabilities, and victims of health or social crises; now, therefore;
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI°I that, in
accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 8 are hereby transferred to the Office
of the Prosecuting Attorney to provide a grant to Big Island Mediation, Inc., DBA West Hawaii
Mediation Center for the expenses and purposes identified in "Exhibit A," a copy of which is
attached hereto and incorporated herein by reference, in the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this

resolution.

West Hawai'i Mediation Center (WHMC) is implementing a Peace Circle Training. Peace Circles are a restorative process
that creates a dialogical space to build connection, strengthen relationships, and resolve harm and conflict. The roots
of peacemaking circles rest in indigenous wisdom and practice, particularly among First Nations peoples of what is
now North America. In this way, engaging in a Peace Circle aims to engage the principles of interconnectedness,
wholeness, and harmony. Circle work approaches participants holistically - recognizing physical, mental, spiritual, and
emotional health. In this way, there are strong parallels to Native Hawaiian understandings of ho'oponopono. Peace
circles are a versatile process that can be used in multiple contexts. For example, in cases of crime or harm where the
impact is felt across numerous people, a peace circle provides a structured process for holding challenging
conversations. They work well to resolve conflicts involving 7-20 people. In my role as the Executive Director, I have
used Peace Circles to address threats of harm and trauma in a workplace, hold accountable four youth facing Class C
misdemeanor charges for vandalism and trespassing, resolve conflicts involving race and racism in a faith community,
and, with families discerning how to welcome back relatives recently incarcerated. Peace Circles can be used to
celebrate life achievements, build connections between youth, hold space for grief, reflect on homework assignments,
hold offenders accountable, support victims of crime, and resolve conflict in group settings. They are not only a tool
that fits within the work of the mediation center, but are a valuable tool for those working in social services,
nonprofits, and education. In this way, the project also offers an opportunity to learn about restorative justice and to
receive hands-on training in its implementation.

Expanding our conflict -resolution toolkit through Peace Circles aligns with our mission: helping people resolve conflict.
We know that everyone experiences conflict. But not all conflicts require the same kind of "space" to resolve them.
Peace Circles provide a mechanism to address harm or conflict that involves a larger number of people than a typical
mediation. The Executive Director, Eric Paul, is a trained Circle Keeper, practitioner, and trainer in restorative justice.
He will be providing the community training. Funding enables the WHMC to make this free to the public.

Public Purpose of Requested Funds
Per §2-138 of the Hawai'i County Code 1983 (2016 Edition, as amended), the County may grant an award only if the
proposed program or service provides direct public benefits and fulfills a public purpose within the County.

The outcomes are as follows: - Participants report an increase in understanding restorative justice and its use in the
community - Participants gain a practical tool in nonviolent change processes grounded in inciusivity, democratic input,
and collaborative problem -solving. - Participants will be able to apply Peace Circles in their own context/organizadon -
West Hawaii Mediation Center gains 5 or more new volunteers to implement Peace Circles to appropriate referred
cases in our mediation program.
