RESOLUTION NO. 468 2G
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE EAST HAWAI°I
CULTURAL CENTER TO ASSIST WITH EXPENSES RELATING TO ITS SECOND
ANNUAL YOUTH ART SERIES FESTIVAL.
WHEREAS, the East Hawaii Cultural Center is a 501(c)(3) nonprofit organization
whose mission is to be an inclusive platform for culture and the arts that gives voice to diverse
communities and provides a forum for inquiry into their experience and histories; and
WHEREAS, the East Hawaii Cultural Center is requesting funds for expenses related to
its Second Annual Youth Art Series Festival for sound and stage equipment rental and
operational costs, which will serve a public purpose by benefiting, improving, or promoting the
culture and the arts; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in
accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 2 are hereby transferred to the
Department of Liquor Control to provide a grant to the East Hawaii Cultural Center for the
expenses and purposes identified in "Exhibit A," a copy of which is attached hereto and
incorporated herein by reference, in the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of

resolution.

The East Hawaii Cultural Center's second annual Youth Arts Series Festival (YAS Fest) will be held on Saturday,
March 14, 2026, at Kalakaua Park in Hilo. YAS Fest is a vibrant celebration of youth arts on Hawaii Island. The
festival brings together local organizations dedicated to providing arts opportunities for keiki and teens from around
the island. The event aims to spotlight the many creative outlets available to young people in our community and
celebrate the importance of arts education for all. YAS Fest is a free, family -friendly event featuring a wide range of
hands-on arts activities, live performances, informational booths, and more.

to our diverse communities and provide a forum for inquiry into their experience and histories.
